Title: #08-023 Supplemental Educational Services (SES) Provider Identification and Monitoring
Description:

The New York State Education Department (NYSED) is seeking proposals from qualified bidders to perform tasks that will support NYSED in fulfilling its State Educational Agency (SEA) responsibilities associated with implementation of Supplemental Educational Services (SES). The specific tasks involve the identification of SES providers, maintaining a list of providers, and monitoring provider services. Bidders can refer to the following sites for further information:

Requirements:
  1. Eligible applicants must have a minimum of three (3) years experience working with the implementation of NCLB programs as they relate to SES services. The applicant must be able to demonstrate experience with: federal and state laws/regulations governing SES, non-regulatory SES guidance, identification of service providers, maintaining a list of providers, and monitoring provider services.
  2.  To avoid any appearance of a conflict of interest, the successful bidder must not have previously submitted an SES Provider Request for Qualifications (RFQ) to NYSED and will not be eligible to submit an SES Provider RFQ during the term of this contract.
  3.  The vendor must sign and return the Mandatory Requirements Certification Form included in #5.) Submission Documents.  Failure to return the signed certification will result in the removal of the vendor’s proposal from further consideration.

Title: #08-021- LEP/ELL Program Evaluation Toolkit (PET): A Self-Evaluation Tool for the Review of Educational Services to Limited English Proficient/English Language Learners (LEP/ELL – PET)
Description:

The New York State Education Department (NYSED) is seeking proposals for the development of a Limited English Proficient/English Language Learners - Program Evaluation Toolkit (LEP/ELL – PET) -- a comprehensive self-evaluation toolkit. The toolkit includes guidelines and rubrics for individual districts/schools to review State and federal regulations regarding students for whom English is not their native or home language. The toolkit will also be used to evaluate and to report the nature and extent of compliance by districts/schools in terms of services provided to LEP/ELLs.  This toolkit will be correlated to the existing Part 154 Plans and data reports, Title III Plans and Applications, and State and federal regulations and mandates (see http://www.emsc.nysed.gov/biling/). The goal is to have all districts/schools with LEP/ELLs using this toolkit within the next five years for self-evaluation purposes and to provide guidance in order to better serve the LEP/ELL student population. It is expected that the self-evaluation toolkit, including the procedural manual, will be developed, reviewed, and field tested by October 1, 2010.

The prospective vendor for the LEP/ELL – PET will also assist in reviewing and analyzing end of the year final reports collected on all Office of Bilingual Education-Foreign Language Studies (OBE-FLS) funded programs. The goal here is to examine the usefulness of these funded programs and to look at how the recommendations from these funded programs can be used to inform the LEP/ELL – PET Self-Evaluation Toolkit.  This is to assist districts/schools to comply with the existing Part 154 Plans and data reports, Title III Plans and Applications, and State and federal regulations and mandates, and to provide grant recipients with technical assistance based on data collected to bridge gaps in academic performance among LEP/ELLs. Topics will also be generated for professional development activities that would enhance program services. At the same time, the information will be used to strengthen the LEP/ELL - PET Self-Evaluation Toolkit during each successive year of the contract.

Requirements:
  • One (1) full time director, who holds a Masters Degree and/or a doctorate in education (Ed.D./Ph.D.), must be designated to manage all aspects of the LEP/ELL - PET.  He or she will serve as the liaison with NYSED and OBE-FLS staff. The director must have a minimum of three (3) year’s experience working with federal requirements under the No Child Left Behind Act and New York State (NYS) laws and regulations related to the education of LEP/ELLs, including Regulations of the Commissioner, C.R. Part 117, C.R. Part 100, C.R. Part 200, C.R. Part 154, C.R. Part 80, Education Laws 3204 and 3602, and Article VII in New York State. The director must also have a minimum of three (3) years experience working on issues relating to the educational, linguistic and cultural differences and needs of LEP/ELL students.
  • One (1) full-time Resource Specialist who holds a Masters Degree or above in English as a Second Language (ESL) or Bilingual Education.
